Chinese mobiles to be useless by month-end

Around 30 million mobile phones – or about 8% of all mobiles in the country – will become useless by the end of this month. These are unbranded Chinese mobiles that do not have IMEI (International Mobile Equipment Identity) numbers and pose a serious security risk.

All mobile phone service users have been directed by the Department of Telecom (DoT) to disconnect these phones. In fact, two deadlines – January 6 and March 31 – have already been missed by the companies. Now they have undertaken to acquire the necessary equipment to track these phones by April 15 and discontinue their services thereafter – a process that is expected to take another 15 days, that is, by April 30.

Under law, all GSM phones are required to have a unique IMEI number that gets reflected at cell phone towers with which, if required, the location of a mobile phone user can be tracked. These Chinese phones, however, show up as a series of zeroes at cell towers or by their cloned IMEI number. Either way, they can’t be tracked.

Web Companies Want Mobile Neutrality in the EU

We’ve all heard of net neutrality, but what about mobile data communication? The carriers can (and often do) choose what kind of traffic or applications they don’t want to see on their network. And now, the Voice on the Net (VON) coalition Europe, which includes eBay, Google, Microsoft and Intel, is asking the EU to put regulation in place that will prohibit carriers from blocking their applications on their cellular or 3G networks.

VON was established back in 2007, but their cause is coming to the spotlight once again. An example is German T-Mobile, which blocks users from making voice calls through Skype’s application for mobiles over their data connection. Yes, you can still use Skype via WiFi on a T-Mobile iPhone, but the block definitely limits consumer choice.

On the other hand, T-Mobile claims that this extra traffic will leave an impact on their network’s performance. Now, when we’re talking about net neutrality, the ISPs are claiming the same thing, but it’s a bit easier to believe the mobile carriers, because a lot of 3G phones transferring data from one cell tower actually do hinder cellular network’s performance.

Now, the European policymakers need to decide who’s right, but simply blocking applications you don’t like never seems like a good solution. Especially if you’re offering your customers a device (iPhone, BlackBerry, Android) whose attractiveness largely stems from the applications you can use on it.
